Dear Mr. President.

Humble greetings Sir. We are honored by the exemplary good and commendable work you and the entire government are involved in, which  mainly contributes towards uplifting standards of living for every Kenyan.


Kenya is highly vulnerable to Climate Change ranking as the 32 most vulnerable country globally, in the year 2008-2011 the country was hit by a drought that caused  over $ 12.1 Billion in losses and damage,projections still indicated that Kenya local temperatures will rise quicker than global average. 


East Africa Climate Change Network is a registered International NGO based in Kenya. In light of petition we submitted to your office at Harambee House/ registry. Dated 20th December, 2019 Ref: Request you convene the Annual Climate Change Council Summit /Meeting  which will be 2nd since 2016.  Briefly the letter expounds on concerns about  National Climate Change Council membership review, Kenya National Adaptation Plan (NAP-2015-2030) in line with National Climate Change Adaptation Plan(2018-2022).


National Government responsibilities on establishing systems of environmental impact assessment’s, environmental audit and monitoring  as stipulated under Art 69 (f) Role and responsibility of our government as ratified under the 17 Sustainable Development Goals. The gist of the letter was a result of desktop research on misuse or improper use and misappropriation of Adaptation Funds-County Climate Change Funds channeled to 47 Counties through NEMA, being the National Implementing Entity.Mr. President in line with our Constitution (Art 42(a), Art 69(1, a, b, c, d, e )  enforcement through Art (70) Environmental Management being a concurrent function, National Government function in clause 22 stipulates protection of the environment and natural resources with a view to establish a durable and sustainable system of development, including in particular (b) protection of wildlife and animals.Locusts a classic study indicates that hundreds of adult’s locusts per square yard leaves ecosystem destroyed and massive land degradation, economically damaging,savannas, range lands, croplands and forests.We therefore  take this opportunity to share  our proven and effective suggestions for a sustainable mitigative measures against the escalating Locusts and moths invasions.Lazy, standard procedural calls for fumigation i.e aerial spraying of chemical , these strategy creates more fatal problem to,humans , animal and other important insects that complement ecosystems. The chemicals used to fumigate such an astronomical number of insects will create a more fatal environmental problem too far off areas which chemical is blown of towards human and animals and as usual amount of monies which will be required towards this fallacies being an emergency, will open procurement procedure loopholes thus misuse of taxpayers monies.Kenya being a signatory to several Conventions such as 1. Convention on International Trade on Endangered Species of Flora and Fauna 2. Convention for the protection of African Flora and Fauna.The knee jerk, halfhearted measures being undertaken by the Ministry of Agriculture is exposing the country to gravious situation, exposing the country to food insecurity. If These invasion is not urgently addressed the struggle to have a 10% Tree Cover will never be achieved, similarly when the pests land in National Reserves and Game parks we as well will kiss goodbye the tourism industry, thus rendering millions of Kenyans to  joblesness.1.      Practical solutions to terminate the Invasion is by targeting and  generating powerful sound Decibel (dB) anything that generates  sound decibel above 130 dB i.e Jet Fighters, of Fireworks, Grenades  in areas they are pasturing, hatching and feeding they instantly perish, thus with powerful equipment’s such as Mobile Discos this can help in rerouting and incapacitating and instantly annihilating the invasive species.
2.      Mobile Cordon Mesh Fences where old and fragile grasshoppers will be trapped and harvested.
3.      The need for Sound/Decibel Mitigate measures will also create jobs and new business opportunities, that’s if the government through the Forest Users Associations, Forests Conservators and affected community groups, through National Government Affirmative Action Fund (NGAAF) collect and preserved in silo storages, vast numbers of locusts for manufacturing, supplements for fish, pigs and dog food industry, with a ready market nationally and International thus green growth.
Thus the use of poisonous, air pesticides model is highly discouraged and we call for government to embrace alternative idea which is practically safe, secure, sound and environmental friendly.
